Background

The Palestinian Employment Fund (PEF) was established by Presidential Decree No. 9 of 2003 as a national institution with legal personality and independent financial authority to support economic development by activating and motivating labour market policies, and implementing programs and projects aimed at creating and generating permanent employment opportunities. The Fund was adopted as a reference and national umbrella for the entire employment operation by the Council of Ministers’ decisions issued in 2014 and 2016 in this regard. 

   

General Position Summary:

The MEAL Assistant will assist and support the MEAL officer in the implementation of the programs and project in West Bank. The MEAL Assistant will be responsible for carrying out M&E activities and tasks within the MEAL officer guidance.

 

Essential Job Functions: 

 

Monitoring 

  • Keep accurate records of data, activities and community/beneficiaries’ participation in monitoring activities.
  • Ensure that data is collected and recorded.
  • Ensure data quality measures implemented during data flow process and meeting the standards.
  • Responsible for field monitoring planning and implementation, and conduct regular field visits to all running activities, through close coordination with technical/program team and develop the required field reports.
  • Provide support to the database/MEAL officer in the update on the Beneficiary information system including data entry, data cleaning and report production. 
  • Provide all necessary and accurate M&E data and analysis for internal and external reporting in a timely manner.

 

 

 

Accountability and Learning 

  • Support the MEAL officer in developing the information materials for complaint and feedback mechanisms.
  • Support the MEAL officer in managing Beneficiary Feedback Mechanism by receiving and filing complaints based on the pre-established protocols, including reporting on a monthly basis.
  • Keep complaints records confidential and only accessible to relevant staff according to the internal feedback mechanism guidelines.
  • Support the MEAL officer in identifying and document lessons learned, generate best practices in cooperation with Field Officers, Heads of Projects, and on request by the Program Managers.

 

Reporting

  • Prepare regular monitoring reports including ongoing data analysis with status of implementation progress.
  • Participate in preparing the monthly activity progress report in case of line manager’s absence.
  • Collects and archives Means of Verifications (Hard copies and Softcopies) on monthly basis.
  • Perform any other duties related as may be assigned.

 

 

Knowledge and Experience 

  • Bachelor's Degree preferably in the field of, Social Sciences, Development Studies, Engineer, research.
  • Demonstrated knowledge of quantitative and qualitative M&E systems and tools.
  • Minimum 2 years of applied experience with humanitarian or social development programs, in a managerial position that includes designing, implementing, and overseeing monitoring and evaluation tasks.
  • Previous experience in conducting training and coaching on M&E-related issues is a plus.
  • Experience in managing complaints and redress systems, coherently with the institution’s policies and international policies is a plus.
  • Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on quality.
  • Experience conducting interviews and focus group discussions with persons as well as a variety of stakeholders.
  • Experience in data analysis, and reporting.
  • Knowledge of causal analysis approaches (e.g. problem tree analysis, SWOT analysis) and carry out situation analysis and assessments of needs and opportunities (with inputs from the program team).
  • Excellent computer skills, including experience with Excel, PowerPoint, Publisher, SPSS, Access, or any other statistical packages.
  • Commitment to local capacity building and the ability to engage local stakeholders in the project design and implementation.

  • Demonstrated understanding of data protection and confidentiality as part of data collection and management practices, and ability to respect and maintain confidentiality.
  • Strong writing skills – i.e., excellent data interpretation skills and an ability to translate and present complex ideas into simple concepts and graphics/messages, in a convincing and unbiased manner. 
  • Excellent interpersonal and communication skills, maintaining close working relationships with staff members and other external partners. 
  • Excellent management skills, teamwork, and flexibility.
  • Fluency in spoken and written Arabic and English.
