He pointed out that he (the occupation) works through three strategies, namely that they do not want unity between Gaza and the West Bank, do not want a Palestinian state, and does not want peace. Abu Shahla pointed out in a speech during a celebration on the occasion of Labor Day in the city of Ramallah today, that there are 420 thousand Palestinian workers who are unemployed. He noted that the number of Palestinian institutions that employ more than 100 workers does not exceed 50 institutions, while about 95 institutions "most of them" are family "employs less than 20 workers. Abu Shahla added: "We are now in the Ministry of Labor as the front line of the government in the face of the problems of poverty and unemployment." "We are trying to stop the education system in Palestine from being pumped with tens of thousands of graduates whose specialties do not tailor with the labor market." He pointed out that more than 80% of graduates from Palestine hold humanitarian degrees, addressed "but the job market needs a small part of it."

Abu Shahla advised the families of students; he invited them to amend the culture that the higher degree is really important, but a specialization appropriate to the labor market must be chosen. This is to guarantee our sons and daughters a decent life after graduation. He accused the occupation of practicing systematic work to destroy the Palestinian economy. He stressed that the occupation is a security, moral, and economic catastrophe aimed at starving this headstrong and steadfast people. Abu Shahla stressed the need to amend our culture to suit the needs of the labor market and focus on vocational training and skills as a solution to the phenomenon of unemployment. He said that the Ministry of Labor started working on two programs. The first of which is the creation of institutes throughout the country for training and vocational education according to the requirements of the labor market. We are now focusing on technical and vocational education at all levels. Abu Shahla explained that during the next June, there will be working on the creation of the Social Security Institution. This will be followed by a compulsory to achieve minimum wages and participation in social security. He stressed that PFESP is the main engine for creating job opportunities and the national umbrella to fight unemployment.
