Background on PEF
The creation of the Palestinian Employment Fund (PEF) came to support economic development. This is by providing and catalyzing labor market policies aiming at creating and generating permanent job opportunities and developing social capital. This will lead to combat poverty and unemployment on a strategic basis. This came as an interpretation of local, Arab, and international recommendations and the guidance of the Arab and International Labor Organization. It culminated in the issuance of Presidential Decree No. 9 of 2003 calling for the establishment of the Palestinian Fund for Employment.
Presidential Decree No. (9), which states: “PEF enjoys legal personality and has an independent financial liability". PEF is concerned with providing financial and technical resources to assist in the development of human resources and the business sector in the Palestinian territories. In addition to create job opportunities that respond to the needs of housing communities. This is by financing or supporting projects in the productive and service fields. B) On 12/09/2014 Council of Ministers Decision No. 17/28, which states: “PEF is approved as a reference point for the employment process. It includes all youth and entrepreneurial work and initiatives, training, habilitation, employment, leadership, and creativity. This is through the establishment of micro and micro-entrepreneurial projects characterized by creativity and permanence.”
Council of Ministers Decision No. (17/28) dated 12/09/2014, which states: “The approval of the Palestinian Fund for Employment as a reference point for the operating entity. It includes all youth and entrepreneurial work and initiatives, training, habilitation, employment, leadership, and creativity. This is through the establishment of micro and micro-entrepreneurial projects characterized by creativity and permanence.”
On 05/17/2016 Council of Ministers Decision No. 103/17 (which states: “Require all ministries and official institutions to provide the Palestinian Fund for Employment with the data of the parties authorized to implement youth activities working in the same field.” It decided to address the ministries to invite all operating institutions and initiatives in the field of employment in Palestine, to coordinate its efficiency with PEF and register in it. This is as an incubator for all works and economic and social activities in the field of job creation.”
Presidential Decree No. (33) of 2021, which states : The Palestinian Employment Fund (PEF) is the national umbrella for employment and the executive arm of the national employment policies and the Ministry of Labor policies in the field of employment.
